India - EU TTC Working Group 2 (WG2) on “Green & Clean Energy Technologies”

Background

India-EU-TTC is a strategic coordination and engagement on trade and technology between India and Europe formally announced on 25th April 2022. Later, India-EU TTC platform was established to promote strategic engagement between India and EU after the bilateral cooperation meeting held, between the Hon’ble Prime Minister of India, Shri Narendra Modi and the President of the European Commission Ursula von der Leyen on 6th February, 2023. Within the framework of the TTC, the following three working groups have been established: .

  • Working Group (WG1) on Strategic Technologies, Digital Governance and Digital Connectivity
  • Working Group (WG2) on Green & Clean Energy Technologies
  • Working Group (WG3) on Trade, Investment & Resilient Value Chains

The India-EU TTC (WG2) is co-chaired by Principal Scientific Adviser to the Government of India from Indian side and DG (R&I), EU from European side. The WG 2 focuses on green and clean technologies, including investment and standards, with emphasis on research and innovation (R&I), identifying areas of mutual interest for collaboration and implementation (e.g. clean energy, waste management, circular economy, plastic and litter in the ocean), cooperation between EU and Indian incubators, SMEs and start-ups working in these areas and building human resource capability and capacity in such technologies.

The inaugural Ministerial meeting of India-EU TTC was held in Brussels on 16 May 2023, where all the three working groups under TTC set out their cooperation on a wide range of issues including semi-conductors, high-performance computing, digital public infrastructures, clean energy technologies, supply chain resilience and trade issues. The meeting was co-chaired on the Indian side by External Affairs Minister (EAM) Dr. S. Jaishankar, Minister of Commerce & Industry (CIM) Shri. Piyush Goyal and Shri. Rajeev Chandrasekhar, Minister of State for Skill Development and Entrepreneurship and Electronics and Information Technology. Executive Vice-President of the European Commission, Ms. Margrethe Vestager and Mr. Valdis Dombrovskis co-chaired the meeting from the European side. They were joined by High Representative of the European Union for Foreign Affairs and Security Policy, Mr. Josep Borrell, as well as Commissioner for Internal Market, Mr. Thierry Breton.

In this meeting, India and EU have converged on a Work Plan including three main actions to start with:

Action 1: Tackling waste management, of water and plastic litter and waste to including for energy and marine plastic pollution

Action 2: E-mobility, battery performance and recycling

Action 3: Standards.

This Work Plan was also endorsed in this meeting .
